Low-life, riffraff. This announcement dates aback to the seventeenth century, back ragtag meant a ragged lot of bodies and bobtail a horse whose appendage had been cut abbreviate (“bobbed”) and was advised valueless. Samuel Pepys in his Diary turned it about a bit: “The dining-room was abounding of tag rag and bobtail, dancing, singing, and drinking” (1658–59).
